Tri-County Planning Process The Westchester County Department of Health (WCDOH), under contract with the New York City Department of Health and Mental Hygiene (DOHMH), is the single local entity responsible for the intra-regional disbursement and administration of Ryan White Title I funds for the Tri-County (Westchester, Rockland, and Putnam) region. Title I service priorities for the New York EMA, as mandated by the CARE Act, are established annually by the New York HIV Health and Human Services Planning Council. The local Ryan White Title I Steering Committee conducts planning on the Council's behalf for the Tri-County region. Steering Committee membership and operations, to every extent possible, are reflective of the same guidelines utilized for the New York HIV Planning Council. The Tri-County's HIV service planning activities include, but are not limited to, reviews of: current epidemiology and trends; needs assessment data (e.g., a multiyear cohort study, CHAIN, being conducted by Columbia University); evaluation data (e.g., a health outcome study conducted by the New York Academy of Medicine); aggregate contract monitoring data (i.e., data submitted through monthly statistical reports by each Title I-funded service); and inventories of HIV-related services funded through other sources. WCDOH presents this data and information to four service subcommittees: case management (which also addresses social services), health, housing, and mental health/substance use. Each committee identifies service gaps - either for the general population with HIV/AIDS or per geographic community and/or special population. Service recommendations in each committee's respective fields are then presented to the Title Steering Committee for fulfilling its long-term strategic plan and for consideration for the Tri-County's annual spending plan to be included in the EMA's federal application for Title I funding. Once approved by the Steering Committee, service priorities are presented to the New York HIV Planning Council that has final approval. Living Together, the Tri-County's official Title I consumer advisory group, works to promote the participation of people with HIV/AIDS at all levels of the planning process, from service committees through final voting by the Steering Committee. It should also be noted that the Tri-County (geographic) region overlaps exactly with that of the Lower Hudson Valley Ryan White Title II Network. WCDOH collaborates all HIV planning activities, therefore, with the Network's lead agency, Urban League of Westchester, Inc. In fact, two of the service subcommittees, i.e., case management and mental health/substance use, were originated under and are facilitated by Urban League, while WCDOH carries primary responsibility for the health and housing committees. |
