MAI In 1998, in response to a Congressional Black Caucus (CBC) Initiative, Congress allocated new funding under the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act for eligible metropolitan areas (EMA) where minorities are disproportionately affected by the HIV/AIDS epidemic. Minority AIDS Initiative (MAI) funds are designed to reduce HIV related health disparities and improve health outcomes of HIV infected people of color. Directed towards minority community-based organizations, these funds were established to expand medical and supportive services in under served areas.
